The principal
goal of this section is to present the
important details of
your observations
in a clear, concise fashion.
You should use an orderly sequence so that it will be easy for the reader to gain a comprehensible vision of your data.

Whole Plant
If you are studying a whole plant, you could present your results in the following sequence.

Leaf-> Petiole -> Primary Stem -> Secondary Stem -> Primary Root -> Secondary Root
OR
Primary Root -> Secondary Root -> Primary Stem -> Secondary Stem -> Petiole -> Leaf

Xylem & Phloem
could be considered separately
(Primary Xylem & Secondary Xylem : Primary Phloem & Secondary Phloem)
or together
(Primary Xylem & Phloem : Secondary Xylem & Phloem).

The Origin & Location of Periderm and its attributes would take the place of the Epidermis in older stems and roots. The Periderm is "dermal" tissue.

You need to follow the same organizational pattern in each section so that the reader can easily follow your work.

If
you jump around for from tissue to tissue and organ to organ, it would be virtually
impossible for anybody to make sense of your work without completely reorganizing it
themselves.
That is your job!!!!!!

There are other ways to organize your paper. You could first deal with the Epidermis from Leaf to Root, Ground Tissue from Leaf to Root and Vascular Tissue from ......

Regardless!! As Yoda would say "Organize you must!!!!!"
