The development of Primary Tissues in a Stem is illustrated below.

The Shoot Apical Meristem in this example has a prominent Apical Cell & all of the Primary Tissues can be traced back to it. I have NOT included the Primary Meristems.

The Epidermis is the unicellular surface layer. No Problem here.

Ground Tissues form the bulk of the stem volume, except for columns of Vascular Bundles which are arranged in a circle towards the outer part of the Ground Tissue.
